Illicit Discharge Reporting
An illicit discharge is anything other than stormwater or secondary water, with a few exceptions, that could be washed to gutters, storm drains, ditches, streams, creeks, canals, detention ponds, secondary water ponds or rivers. Items that constitute an illicit discharge may include:
- Oil
- Petroleum Products
- Sewage (illegal connections, septic tank leaks, travel trailers)
- Industrial Waste
- Sediment
- Built up Vegetation or Leaf Litter
- Concrete (in any form)
- Commercial Car Wash Flow
- Animal Waste
- Discharges from Car Accidents
- Cooking Oil or Other Restaurant Substances
- Any Many More...

A spill differs from an illicit discharge in that it is an unintentional release of something other than stormwater and related to a singular event. Often times spills are associated with an emergency situation such as an automobile crash. The best way to prevent a spill from becoming an illicit discharge is to control the spill to the scene by blocking off all inlets and preventing any materials from leaving the site.
We encourage all spills to be reported so that we can properly clean and follow up to ensure that no illicit discharge has occurred that needs to be addressed so that we can prevent further harm from being done.
The following are the only allowable discharges to the stormwater system besides stormwater itself.

- Landscape Irrigation or Lawn Watering
- Diverted Stream Flows
- Rising Groundwater
- Groundwater Infiltration
- Uncontaminated Pumping Groundwater
- Foundation or Footing Drains
- Crawl Space Pumps
- Air Conditioning Condensation
- Springs
- Natural Riparian Habitat or Wetland Flows
- Swimming Pools -Only if De-Chlorinated
- Firefighting Activities
- Any Other Uncontaminated Water Source
