The City of St. George will accept sealed proposals to furnish the following:

2010-2011 St. George Recreation
Race/Events T-Shirts


Proposal packages are available at the Purchasing Office, 175 East 200 North, St. George Utah 84770, Monday through Friday, from 8:00 a.m. to 5:00 p.m. or online at sgcity.org

Proposals will be accepted until September 27th, 2010 at 2:00 p.m. The proposals will be opened publicly at that time in the Council Chambers.

All documents will be plainly marked with INQUIRY NO: 10-0035 on the outside of the sealed envelope. Envelopes are to be addressed - Attn: Purchasing.

The City reserves the right to reject any or all proposals or waive any irregularity.

INSTRUCTION TO BIDDERS

I-A2-01 PROPOSALS: The City of St. George requests bid proposals for supplies or services outlined in these documents.

a. FORM: Each proposal shall be submitted in a sealed envelope bearing the words City of St. George Bid # 10-0035 AS STATED IN THE PUBLIC NOTICE ATTACHED, Attention: Purchasing. The proposal MUST be submitted on the form in this document. Proposals submitted on other forms will be rejected.

b. DISCREPANCIES: In the case of a discrepancy in the extension of a line item, the unit price shall govern. In the case of a difference between the amount written in words and the amount written in figures, the written words shall govern.

c. ENTRIES: Entries shall be legible written in ink or typed.

d. ALTERATIONS: Alterations of any kind on any page of the bid shall not be made.

e. MODIFICATIONS: Modifications to the documents or oral proposals shall not be considered. Alternate proposals shall not be considered unless specifically called for in the bid proposal. Inclusion of alternate proposals when not called for shall invalidate the entire bid.

f. SIGNATURES: All proposals shall be signed by an authorized representative of the company, and have the full business address written in the appropriate spaces.

g. PROPOSAL DELIVERY: Proposals must be delivered prior to the time stipulated above; otherwise, the proposal will be returned unopened. If forwarded by mail, the sealed envelope containing the bid must be enclosed in another envelope, properly addressed.

h. WITHDRAWAL: Any proposal may be withdrawn any time prior to the scheduled closing time for receipt of proposals.

i. OPENING: Proposals shall be opened and publicly read aloud at the time and place stipulated in the Public Notice.

j. AWARD AND REJECTION: The contract will be awarded to the lowest and/or best qualified responsible proposer. The City reserves the right to reject any or all proposals or waive any informality or technicality in any proposal. All proposals shall hold firm for a period of sixty (60) days after the date of opening.

Proposals will not be considered complete and will therefore be rejected if all required documents are not returned and complete at the time of the opening.


k. ADDENDA: All addenda shall become part of the document and be included in the proposal at the time of opening.

l. LOCAL VENDOR PREFERENCE: In awarding bids for public work or for the procurement of supplies or services, preference shall be given to local vendors. A "local vendor" is defined as a business having:

(1) a commercial office, store, distribution center, or other place of business located within the boundaries of the City, with an intent to remain on a permanent basis;
(2) a current St. George City business license; and,
(3) at least one employee physically present at the local business outlet.

All three criteria must be met in order to qualify as a local vendor. If there are no bidders who qualify as a local vendor, the same preference may then be extended to residents of Washington County under the conditions below.

If a low bid is submitted by a non-local bidder, the bid may be awarded to a local vendor if the local resident's bid is within five percent (5%) of the low non-local bid, and if the local vendor agrees, in writing, within seventy-two (72) hours after notification that he is the qualified referred bidder, to meet the low bid. Such notice shall contain the exact bid submitted by the non-local bidder, and the Purchasing Agent shall enter into no contract until seventy-two (72) hours have elapsed after notification to the local vendor. The principal place of business of a local vendor may be elsewhere as long as a local branch meeting the above criteria is present. The domicile of one or more partners, owners, associates, directors, employees or agents shall not qualify for constituting a local vendor in the absence of an actual local business outlet.

m. LICENSING: The successful bidder will be required to show proof of St. George City Business License or registration with the business license officer and shall be in compliance with Worker's Compensation rules and laws.

n. EQUIPMENT SPECIFICATIONS: All specifications contained herein are meant to be descriptive and not restrictive. All equipment being bid herein shall be new in its entirety, unless otherwise specified.

I-A2-02 OWNER'S RIGHT RESERVED: The City of St. George reserves the right to reject any or all proposals for any reason whatsoever.

2010-2011 ST. GEORGE RECREATION DEPARTMENT
RACE/EVENT T-SHIRT
SPECIFICATIONS

The City will accept proposals for a 100% dry release polyester long-sleeved shirts. Shirts shall be a mid-weight fabric that wicks and dries, with flat seam construction. A copy of the attached schedule must accompany the proposal.

The City intends to place a blanket purchase order for the entire year on or before October 1st, 2010 that will run through September 2011.
Order and payment of shirts will be by event unless stated otherwise. Supplier is to inventory and provide and bill upon request.

The quantities listed on the bid schedule are only estimates and may vary. Prices quoted for each shirt shall be valid for the term of the contract (1 year).

Please indicate the delivery time for shirts you are proposing. The bid is for the plain blank shirts with no screening.

Please include any additional costs for color selection other then white.



SPECIFICATIONS:

1. Approx. 5000 long sleeve tee shirts 100% polyester dry release polyester, made of a mid-weight fabric that wicks and dries, with flat seam construction.

2. Approx. 3500 short sleeve tee shirts 100% polyester dry release polyester, made of a mid-weight fabric that wicks and dries, with flat seam construction.

3. All shirts must be packaged and delivered to the Recreation Center located at 285
South 400 East, St. George.

4. Shirts are to be packaged in plastic bags and boxed by size.
